Our 7 Dandenong settlements (July 2023 – August 2025) include 5 rooming-house conversions at a median gross yield after works of 7.22%; our 7 Springvale settlements (February 2024 – July 2025) are 7 rooming-house conversions at 6.76%. Dandenong is also $71,709 cheaper on the median purchase price ($749,420 against $821,129). Cheaper and higher-yielding on the same strategy is a one-sided result. Springvale's counter is land — 767 sqm against 641 sqm, a difference of 126 sqm — which matters if you intend to expand the footprint rather than reconfigure it. Before either: a rooming house needs an operator licence under the Rooming House Operators Act 2016, council registration under the Public Health and Wellbeing Act 2008, and generally Class 1b building compliance. Across 144 granny-flat additions in Cranbourne, Cranbourne North, Hampton Park, Narre Warren (January 2023 – September 2025), the median gross yield after works — weekly rent x 52 divided by purchase price plus works spend — landed between 5.82% and 5.86% in every one of those four suburbs, a 0.04 percentage-point spread, while inside each of those same suburbs the gap between a granny-flat addition and a cosmetic renovation was 0.51 to 1.03 points, across 48 cosmetic-only settlements. In our own record, what the block let us build moved the gross yield more than which suburb we bought in.

Dandenong and Springvale are the extreme case of that rule. Across our whole dataset, rooming-house conversions carry the highest median gross yield after works of any strategy, and both these suburbs are almost entirely rooming-house records. Their headline medians — 7.22% and 6.76% — are therefore not telling you these are high-yield suburbs. They are telling you we ran a high-yield strategy there. Compare them with a granny-flat suburb without adjusting for that and you will draw exactly the wrong conclusion.

The analysis

A matched-strategy comparison, which is rare

5 of 7 Dandenong settlements and 7 of 7 Springvale settlements were rooming-house conversions. Because the strategy is held constant, the yield difference of 0.46% points on the overall medians is closer to a genuine suburb effect than almost anything else in this series.

Median works spend was $92,431 in Dandenong and $85,206 in Springvale. Combined with the $71,709 entry-price gap, Dandenong's total capital deployed per property was lower on our medians, which is the mechanical reason its yield runs higher on a comparable rent — $1,210 against $1,170 a week.

The licensing chain is the actual barrier

A rooming house in Victoria is not a renovation choice, it is a regulated use. The operator needs a licence under the Rooming House Operators Act 2016, administered by Consumer Affairs Victoria. The premises must be registered with the local council under the Public Health and Wellbeing Act 2008 and comply with the prescribed rooming house standards. Buildings accommodating the relevant number of residents generally fall into Class 1b under the National Construction Code, which carries fire separation, egress and amenity requirements a standard house does not meet.

That chain is why the yield sits where it does. It is compensation for compliance work and ongoing operational obligation, not free money, and an investor who prices the conversion without pricing the licence, the registration, the Class 1b upgrade and the management load has not priced the strategy.

Location and tenant base

Dandenong sits about 31 km from the CBD in the City of Greater Dandenong with Dandenong station, Pakenham and Cranbourne lines; Springvale about 24 km in the same council with Springvale station, Pakenham and Cranbourne lines. Both are on the same rail spine, both are major activity centres, and both draw the transient and single-occupant demand that rooming houses serve.
