# Development evidence: compare the property, the event and the source

Development evidence connects comparable sales, rooming house income, unit configuration and site feasibility to dated sources and an explicit list of unresolved questions.

For each important claim, record the property or sale event, the source document or URL, the event date, the date retrieved, the reviewer and the next action. A successful data query is evidence that a query returned something; it does not establish that the source is complete, current or applicable to your proposed use. Keep unknown and conflicting information visible.

## Match the evidence to the decision

### Transaction product

- Evidence to request: Dated sale description, contract timeline and building-state evidence
- What it cannot establish alone: A current photograph cannot prove the condition at an earlier sale.

### Rooming house operation

- Evidence to request: Relevant premises and operator records, anonymised operating history
- What it cannot establish alone: A candidate address or licence alone does not prove the proposed operation.

### Unit configuration

- Evidence to request: Plans, dated photographs, inspection and title documents
- What it cannot establish alone: A portal category or bathroom counter cannot prove the complete product.

### Title and site

- Evidence to request: Title, subdivision documents, appropriate survey and current planning assessment
- What it cannot establish alone: A map or concept layout cannot confirm legal rights or approval.

### Income and costs

- Evidence to request: Period-specific agreements, reconciled receipts and a scoped cost register
- What it cannot establish alone: Advertised rent and a building-only quote cannot establish project cash flow.

### Market comparison

- Evidence to request: Matching product, dates, price sources, sample and coverage notes
- What it cannot establish alone: A small-sample median cannot establish a resale result for another property.

## Use explicit evidence states

- **Supported observation**: The cited source supports this specific observation at the stated date. Other decisions may still require separate evidence.
- **Inference**: The interpretation uses stated assumptions. Record the reasoning and the evidence that could confirm or overturn it.
- **Unresolved**: Information is missing, conflicting, outside source coverage or pending review. Assign a responsible person and next action.
