# Rooming House Sale Timeline: Land Purchase or Completed Building?

## Start with the transaction, not today’s photograph

A rooming house sale timeline records what was sold at a particular date. The same address may first sell as an ordinary house, later receive approval, and eventually trade as an operating building. A current room count or photograph cannot establish the earlier transaction’s condition. Begin with the dated sale event, then attach evidence about the building at that time.

## Put four separate dates on the page

Record the contract date, the date of the sale advertisement, the earliest supported evidence of room-by-room operation, and the date a source was retrieved. Keep settlement separate where it is supplied. An advertisement captured today may describe an old event; a newly retrieved register result may have a different effective date. Preserve those distinctions before arranging the evidence in chronological order.

## Read what the sale advertisement actually offered

An advertisement for land with approved plans describes a different product from a completed residence offered with operating records. Record the relevant wording and its date, then seek the corresponding plans, permits and completion documents. Planning Victoria’s guide treats permits as part of the planning process.[3] A permit is not itself a photograph, inspection or occupancy record proving that construction had finished.

## Treat later evidence as a question to resolve

If the first room rental appears after the sale, there are competing explanations: the building may have been completed later, or an existing operation may only have been advertised later. Mark the transaction unresolved until contemporary documents help distinguish them. A fixed research grace period can help screen a database, but it cannot turn later evidence into proof of the building’s condition on the contract date.

## Keep exclusion reasons beside the comparable

Use separate labels for land, permitted project, supported completed product and unresolved. Record why a record was kept or excluded, rather than deleting the inconvenient observation. CAV’s pricing guidance asks buyers to research “similar properties”.[1] Similarity includes the stage of the asset being sold. CAV’s rooming definition is a separate legal question, not a test of whether a historical transaction matches your proposed product.[2]

## Use the timeline in the purchase decision

A hypothetical sequence might contain an old-house sale, a later construction record and a later operating advertisement. The old-house price belongs in land-acquisition research; it does not become the completed rooming house’s resale price. Request dated evidence from the selling agent and have the legal and building documents reviewed by the relevant advisers. Save a copy of the chronology for future reviewers.

## Questions buyers ask

### Can a current rooming register prove the property was operating at an earlier sale?
No. Establish the date and meaning of the registration and corroborate the building’s state at that sale.

### Does later rental evidence automatically exclude the sale?
No. It creates a timing question. Keep the sale unresolved until contemporary evidence supports a classification.
