# Rooming House Register Counts: Candidates, Operating Stock and Supply

## Ask what the count is a count of

A rooming house register count may describe premises, operators, search results or a research candidate list. Those are different units of observation. A candidate discovered by keywords can be a proposed project, unrelated accommodation or a duplicate. Label the list’s inclusion rule and observation date before interpreting its size as evidence about competition.

## Operators and premises are separate registers

CAV’s operator register explains that the premises are recorded in the council’s register.[1] Its page is titled “Public register”. That title does not mean every register answers the same question. Operator identity and premises identity should occupy separate columns. Verify the relevant record and the status applicable at the research date, rather than treating a licence as evidence that a particular address is operating.

## Separate stock from current availability

A property supported as an operating rooming house is not necessarily for sale or accepting new residents. Build distinct sets for candidate addresses, supported operating premises, currently advertised sale properties and currently advertised rooms. State what each set excludes. A historical register snapshot may be useful for tracing changes, but it does not establish today’s vacancy or sale inventory.

## Deduplicate before calculating a share

Normalise spelling and unit identifiers, then check a stable property or parcel identifier where it is available. Do not merge every record on a street number: separate premises can occupy the same parent site. A proportion of stock with a sale event needs its numerator and denominator to refer to the same supported cohort and dates. Keyword candidates cannot quietly inflate the denominator.

## Make the unknown category visible

Room count, ensuite arrangement, current operation and registration history can all be incomplete. Publish the number of records with the required evidence alongside any filtered result. A row excluded because its room count is missing is not a zero-room building. Missing information may be concentrated in older or less frequently advertised stock, so the resulting sample can be selective.

## Use counts to plan research

The useful output is a map of supported observations and unresolved questions. Ask the relevant council and operator for current evidence through appropriate channels. Do not publish resident names or contact details. Use the result to decide what to inspect or clarify, while keeping a legal or licensing assessment separate from a market-research classification.[2]

## Questions buyers ask

### Does a licensed-operator count equal a building count?
No. Operators and premises are different observations and need separate verification.

### Does a registered building necessarily have rooms available now?
No. Establish current advertising and occupancy evidence separately from registration.
